On the morning of December 9, 2022, at VINAFOOD II, Vietnam Southern Food Corporation held a review conference of 2022 and deployment of the direction and tasks in 2023.
In 2022, in the context that the world situation has been still in a complicated development, unpredictable and difficult to predict, especially the conflict in Ukraine with many potential risks, inflation pressure, increased prices of commodities, food, gasoline, input materials, interest rates increase, the US dollar appreciation…; Meanwhile, the situation of the Covid-19 epidemic is still complicated, climate change, natural disasters, storms and floods increasingly ,extreme weather, which has had a great impact on the whole country’s economy in general and business activities of the Corporation in particular… but thanks to the attention and direction of the CPV Committee of National-level State-owned Enterprises’ Group, Commission for the Management of State Capital at Enterprises, the support of the Vietnam Agriculture and Rural Development Trade Union, the efforts of the Party Committee, the Board of Directors, the Board of General Directors, the Corporation’s Trade Union and all officers and employees of the Corporation who have been drastic in renovating the centralized management method, rearranging and restructuring the production organization, finding new solutions to improve the competitiveness and operational efficiency of the units. In 2022, the following achievements have been made:
Regarding Party work, the Standing Board of the Party Committee of the Corporation focused on directing the implementation of work tasks in 2022 throughout the Party: (1) Resolution on working tasks in 2022; (2) Inspection and supervision program in 2022 of the Executive Board of the Corporation’s Party Committee; (3) The plan of the Executive Committee of the Corporation’s Party Committee to implement the Conclusion of the Fourth Conference of the Central Executive Committee of the XIII term on accelerating the construction and rectification of the Party and the political system; resolutely prevent, push back, and strictly handle cadres and party members who have degraded in political ideology, morality, lifestyle, manifesting “self-evolution”, “self-transformation”; (4) Action plan to implement Resolution No. 18, Resolution No. 19, Resolution No. 20 of the Fifth Conference of the 13th Party Central Committee;
The Standing Board of the Corporation’s Party Committee led the consolidation and reorganization of the apparatus, basically had the right orientation and contributed to stabilizing the organizational structure and job assurance for employees. The strengthening of the personnel of the Party Committee, the Inspection Committee for the 2020-2025 term have been in compliance with the Party’s regulations and has been appointed and approved by the CPV Committee of National-level State-owned Enterprises’ Group for the positions of the Party organization. In 2022, the Party Committee of the Corporation admitted 21 new party members and transferred the official party to 29 reserve members. By November 30, 2022, the entire Party Committee of the Corporation had 29 grassroots Party organizations (15 Party cells and 14 grassroots cell branches) with 898 party members. The work of commendation, evaluation and classification of party members is always concerned and implemented in accordance with regulations. In 2022, there are 29 affiliated Party establishments to be assessed and graded, of which: 04 Party establishments are ranked for excellent performance, 16 Party establishments are ranked for good performance, 09 Party establishments are ranked for completion of tasks, no Party establishment failed to complete the task;
Business results in 2022 of the whole Corporation are as follows: revenue of 17,794,257 billion dong, reaching 113.22% of the yearly plan, profit of 88,339 billion dong, reaching 100.68% of the yearly plan, completing the Business production plan in 2022 and assigned by the Committee and approved by the Annual General Meeting of Shareholders in 2022. Along with the achievements, in 2022, the Corporation has carried out important tasks such as: (i) Strengthening the Executive Committee, the Standing Board of the Party Committee of the Corporation for the term 2020-2025; (ii) Successfully organize the Annual General Meeting of Shareholders in 2022 after the equitization; (iii) The land use plan has been approved by the competent authority; (iv) Complete the equitization settlement dossier and submit it to the owner’s representative agency; (v) Finalize the Corporation’s restructuring scheme for the period of 2021-2025 and submit it to the owner’s representative agency for approval under the Prime Minister’s decisions.

In order to continue to innovate, improve the quality of work, successfully implement the set goals and tasks, and continue to develop sustainably, it is necessary to focus on implementing three key tasks in Party work, production and business activities and Union work in 2023:
Regarding Party work, the Party Committee of the Corporation directly leads all activities of enterprises; Party committees and grassroots party cells are the political nucleus leading enterprises to implement the Party’s guidelines and policies, the State’s policies and laws; effectively lead political tasks, production and business, political and ideological work, organizational work, cadres, party organization building, inspection and supervision work, construction of a clean, strong grassroots party organization associated with construction of a strong businesses according to Regulation No. 87-QD/TW dated October 28, 2022 and Regulation No. 48-QD/TW dated December 20, 2021 of the Secretariat.
For production and business activities: The Corporation develops the 2023 production and business plan of the whole Corporation, specifically as follows:
Buy 906,520 tons of rice, sell 901,515 tons of rice (671,500 tons for export, 230,015 tons for domestic consumption).
Export turnover of 334.1 million USD.
Revenue 15,325 billion VND.
In order to achieve the production and business plan of 2023, it is necessary to continue implementing the centralized management model; rearrange the organizational apparatus; maintaining relationships with traditional customers, promoting trade; accelerating the development of production of post-rice products (vermicelli, rice paper, pho, flour, etc.) together with the application of clean technology; cooperation and linkage in rice production and consumption associated with the application of digital technology. Besides, in terms of finance, continue to maintain and develop credit relations with banks; accelerate the liquidation of no-need-to-use assets or unused assets to recover capital, divest investments under the approved restructuring scheme and strengthen debt recovery. Pay special attention to development investment, drastically implement digital transformation; reducing costs of production, management, sales…; regularly inspect and supervise the management and use of capital and assets at the dependent units; urgently complete legal documents on houses and land according to the provisions of law for housing and land establishments approved in Decision No. 161/QD-UBQLV dated April 22, 2022 of the Commission for the Management of State Capital at Enterprises; continue to review, rearrange and handle housing and land for the remaining housing and land facilities of the Corporation in accordance with regulations. Implement divestment and transformation of affiliated enterprises under the Project on restructuring Vietnam Southern Food Corporation – Joint Stock Company in the period of 2021-2025 in accordance with the Prime Minister’s Decisions. Strengthening Senior leaders to stabilize personnel to ensure the leadership, direction and operation of the Corporation.
Regarding trade union work, continue to well implementing the employee representation; together with dependent units, enterprises with contributed capital of the Corporation, relevant departments of the Corporation to take care of and protect the legitimate rights and interests of employees; participate in the inspection, examination and supervision of the operation of the enterprise; propagate and mobilize employees to study and improve their professional qualifications and skills, obey the law, encourage employees to keep their mind on their work, accompany the Corporation to complete the production and business plan; build a contingent of elite union members and workers to introduce to the Party.
At this conference, the Executive Board of Vietnam Southern Food Corporation – VINAFOOD II also suggested that the CPV Committee of National-level State-owned Enterprises’ Group, the CPV Designated Representation, the Commission for the Management of State Capital at Enterprises continue to pay attention and support, facilitate the Corporation to continue promoting the comprehensive leadership role of the Party in State-owned enterprises, contributing to innovating the Party’s leadership method, building a strong and clean Party Committee, and improving the capacity of the leadership and strength of party organizations and members in the entire Party Committee of Vietnam Southern Food Corporation.
Attending and speaking at the conference, Comrade Do Huu Huy – Member of the CPV Designated Representation, Vice Chairman of the Commission for the Management of State Capital at Enterprises recognized and highly appreciated the efforts, creativity and achievements that the Party Committee of Vietnam Southern Food Company has gained in the past year. At the same time, he suggested that the Corporation’s Party Committee continue to promote the achieved results, focus on organizing and successfully completing the key tasks in 2023 and the following years.
At the end of the Conference, Mr. Nguyen Huy Hung – Secretary of the Party Committee, Chairman of the Board of Directors comprehensively received the direction of the Leaders of the Commission for the Management of State Capital at Enterprises, the Party Committee of the group and the suggestions of the delegates to supplement and complete the operation program of the Corporation in the coming time; at the same time, focus on directing the drastically and effective implementation of the tasks and solutions set out with the best efforts in order to successfully and comprehensively implement the goals and tasks assigned by the Party, State, and the owner’s representative agency.
